I'm not really sure what you mean. duno Mutations can not builded up by some special tricks. From the mutations you mention, you need at least 2 splits to breed more.
For example, Normal split to Fallow x Normal split to Fallow > 25% Fallow

lutino+Cinnamon= do i get any Fallow ?

and what i get from lutino red eye and yellow black eye normal ?

No, you really need 2 Fallows or 2 birds split to Fallow to get Fallow offspring. It isn't possible to breed towards a mutation.

It depends of which mutations are hidden in the birds, but all offspring will be pied.

Hi Skl,

the "yellow" mutation as we know it it's not actually a mutation itself. Those birds are the combination of dominant pied and recessive pied (so they are pied).
Regarding your lutino... is it truely a lutino?
