My female is doing her mating call but my male is completely ignoring her. is this normal?

could be a number of things .. im having this problem with one pair mainly becouse i forced the pair together out off lack of choice... how old is he ..he's maybe too young "open to debate". just becouse one is male and the other is female doesn't nessecerily mean they will pair up.
there is also the chance he's having an off day has he mated with the hen before??? people say they are old enough from 3 months but mature enough i dont think so .... iv'e bought all my male at 3 months and all they wanted to do was eat and pirch in the background... hope any of this helps as im still learning myself !!
