Is my kakariki sick?

I have problem with Billy. Last 5-6 days, he has "periods" when he is quiet for 2 hours, his feathers aren't smooth (I don't know right word, sry). He flew in 11 am, so he is on one feet and on one bar for 8 hours (except eating). He ate his seeds, spray millet and paprika today. I asked Steptoe about age of my bird, then I called breeder and he said that he is 4 months old. He flies, then he finds a spot and stays there for hour and a half. He has long nails like 8 mm, as I've mentioned in my previous topics. He is also afraid of hands, and I can almost kiss him, but I can't pet him. Our vets know how to treat a cow, sheep, goat, but not pets, so I don't have expert help. My mother says that she is going to return it, so please help me. I hope I gave all info u need.

A 4 month will not bewhave like that, and should be in exceelent condition.
One should never take possesstion of a bird that is not in top condition, stands straight, bright eyes, allert...it onlt ends up in heartache and loss of money.
Bottom line, your mum is right.....its unfortunate when one is growing up, Mums and Dads are right far too often.

The worst thing is he wasn't like that when we got him. He was playful and he was singing whole day

I have happy news: Billy is getting better. Seems he didn't like his old food. We bought him another one and since he started to eat it, Billy is better
