Unfortunately this IS NOT a simple answer.
Kakariki where once as common as sparrows, blackbirds and thrushes 150 yrs ago. They where reported to be endemic across the whole country.
Today in the wild they are in isolated areas in all areas of the country (Nth and Sth)
I can find no research into weather extremes for kakariki. And any research would be limited to the now rarity of Kakariki in the wild.
NZ due to its location has an extremely varied climate, from topical in the Nth to Southern Antarctic blasts in the south.
This results in anomalies like Kakariki breeding in the south is seasonal to breeding all yr round in the northern 1/2.

Wild Kakariki are known to be in all these districts
Attached is a weather summary these
As u can see the Kakariki is a tough little bird.
With outside aviaries in colder/windy conditions
Make sure they have shelter, and boxes to keep warm, water supply is not frozen..
I have never kept Kakariki in extreme conditions. All I can personally vouch for is Auckland.
