Probably a knemidokoptes mite. Kakariki are very susceptible to it. It is easy to treat with Ivermectin pour-on.

My kakariki became almost completely bald for a while in the first year I had her. We treated her for feather mites and she was still bald and then she started making these strange noises so we took her to the vets. The vet said she was very healthy and did not have mites and said the noises she was making was her mating call. He advised we used Trill budgie seed in her diet as he thought this would be better nutrition for her feathers and told us not to worry. He said they sometimes lose their feathers on their bellies in preperation for sitting on their eggs.

It took time but eventually she did grow her feathers back. Four years later she still goes slightly scruffy looking occasionally but not as drastic as she did that first year!

It's an combination of parasites, moult and changing of his environment (stress).
I have use a medicine against parasites with evermectine. And give him a good diet with vitamins and minerals and a few months time. Then he must show like this again.

So far I have never had this with my own birds, only some birds that I had bought , then I've never had that by these birds again.
