Can any of the overseas breeders confirm this to be a double factor dominant pied ? This is a young bird with a clear black eye.

It is difficult to know if it is a single or double factor dominant pied. My single factor dom pied birds show more pied then your bird, 80% of my double factor dominant pied birds are pure yellow and 20% have 1 or two spots of green mostly around the beak or eyes. These were selected out of more pied birds. See http://www.kakariki.nl for photo's

These birds are in the very early stage of development here in Australia. I have read on an overseas website that the double factor pied is identified by the clear black eye. We have better pied birds but these have the normal eye with the red outer ring.

This bird was bred by combining a black eyed clear hen back to a split bird. Our yellow bird has a green eye patch. The level of pied will be improved with future breeding.
